Drivers License Blocked Against Renewal Or Reissuance

Can't Renew Driver's License Due. Should I file some type of lawsuit against SC. I have always been able to renew license in Texas. The Driver's License.

To view Louisiana Statutes: AUTHORITY R.S. 32:861 DEFINITION Every self-propelled motor vehicle registered in this State, except those vehicles used as agricultural or forest product vehicles during seasons when they are not used on the highway (see Exemptions) or those used primarily for exhibits or kept primarily. A California drivers license suspension is a temporary withdrawal of the driver’s privilege to operate a vehicle due to breach of certain laws and regulations. The state’s Department of Motor Vehicles (DMV) and the court have the authority to withdraw a license.

My question involves a driver's license issued by the State of: Texas
I went to renew my TX DL today and the lady at the DMV said that she could not issue my renewal as the state of South Carolina has a 'block' on my license. She had no details, just a # to call. I called the SC DMV and they had no details other than there was a ticket on my record from 1995 and that I would have to follow the following procedures:
1. Send the SC DMV $10 so they could look up the ticket.
2. Pay the court the fine/fees/penalties, etc.
3. Get clearance from said court for more $$$.
4. Send proof of clearance from court along with $100 for reinstatement of a SC DL
5. Send more $$$ to SC after reinstatement of DL to send clearance to TX
6. Go through renwal process in TX for license.
Relevant facts. I did live in SC in 1995. Do not recall any tickets outstanding. Have not lived in SC since 1995, have been in Texas since then and have renewed TX license several times.
I have several questions. First, how is it even possible SC can block renewal of my DL in TX, esp. on an alleged ticket that is 17 yrs old? Secondly, how does one even begin to fight this? Third, by my guess-ti-mate of how long it takes other government paperwork to flow that even if I rolled over and followed their procedure as outlined, I could be without a DL for 3-4 months! How do I protect myself from getting a 'Driving w/o a Lic' ticket? Should I file some type of lawsuit against SC to protect my TX DL? Any help truly appreciated!
